[EXPERIMENTAL] Rebase a draft onto the environment's current revision.

## Synopsis

[EXPERIMENTAL] Rebase a draft onto the environment's current revision

If the draft conflicts with the current revision, the draft is left unchanged and
each conflict is shown in the revision the draft is based on, the draft, and the current
revision.
