Places one resource in the base snapshot produced by a state migration. Exactly one of baseIndex and stateIndex is set.

• baseIndex integer optional
  Index of a retained resource in the base snapshot as it stood before the migration.
• stateIndex integer optional
  Index of one of the entry’s inserted states.
